Matthew E. Mullen, P.E., LEED AP, CBCP – President

Matt MullenMatthew E. Mullen, P.E., LEED AP, CBCP is an Engineering Consultant and the Business Development Manager for EMCOR Services – New England Mechanical where he is responsible for engineering support and developing business opportunities across all operating divisions. Matt is responsible for developing and implementing energy efficiency improvement projects, design engineering for design/build projects, and building systems troubleshooting. Matt has been working in the building design and energy efficiency for over 30 years. Matt has a BSME from the University of Arizona, is registered professional engineer in 4 states, an ASHRAE Certified Building Energy Assessment Professional, a LEED AP, a Certified Building Commissioning Professional, and an IGSPA Certified Geothermal Installer. Matt is also past-Chair of ASHRAE Technical Committee 7.8 Owning & Operating Costs, ASHRAE Guideline 32-2012 “Operation and Maintenance of High Performance Buildings”, and a Past President of ASHRAE’s Connecticut Chapter.

Vijay Srinivasachari, CEM -Treasurer

Vijay Srinivasachari or VJ is a Senior Energy Engineer at Siemens. VJ has more than 10 years experience in Energy Savings Performance Contract (ESPC) and CPACE working with Siemens Industry, Inc and Trane-Ingersoll Rand. VJ has a Bachelors degree in Mechanical Engineering from University of Madras and a Masters degree in Mechanical Engineering from Colorado State University. During his Masters program, VJ was involved as a Graduate Project Engineer in the US DOE sponsored Colorado State University Industrial Assessment Center (CSU-IAC) Program. VJ is a Certified Energy Manager (CEM) and holds a Engineer-In-Training license in the State of CT. He is the current Treasurer of AEE-CT chapter and is an active member in ASHRAE and USGBC.

 Satyen Moray, PE, CEM - Scholarship Chairman


Satyen Moray is a Regional Director at ERS. He is currently serving as the chapter chair for student scholarships. At ERS, he is responsible for leading engineering and new business initiatives in Connecticut, Western Massachusetts and in the New York region. Saty and his team are currently leading the regional technical review and utility support efforts with Eversource. Saty has led large scale utility program evaluation efforts (Con Edison’s large commercial and industrial energy efficiency programs and NYSERDA’s FlexTech program). Saty also managed the Public Service of New Hampshire’s (PSNH, now Eversource) energy audit program for more than ten years during which he managed over 150 audits at commercial and industrial facilities. He has also presented technical papers at the ACEEE, IETC and local AEE meetings. Satyen is a Professional Engineer, a Certified Energy Manager, a ASHRAE certified Commissioning Professional (CPMP) and a DOE-certified AIRMaster+ and PHAST specialist. He holds an MS degree in Mechanical Engineering from the University of Dayton (UD), Ohio and is an alumni of UDs Industrial Assessment Center (IAC).

 Ruth Gay, PE, CEM – Web and Social Media

An Energy Engineer at Environmental Systems Corp in West Hartford, Mrs. Gay diagnoses and treats energy losses in building systems. She loves to help building operators make a case for how energy saving investments in their facility will impact future operating costs. Prior to joining ESC, Ruth planned and implemented utility incentive programs for Energize CT. Ruth earned an Honors B.S. degree in Physics from Roberts Wesleyan College and a B.S. in Mechanical Engineering from Rochester Institute of Technology. Currently, Ruth is a member of ASHRAE and AEE and an active board member in the CT AEE chapter. She is a Certified Energy Manager (CEM) and holds a State of CT Professional Engineer (PE) license. Outside work, she enjoys playing the euphonium, trombone and percussion with ensembles in the greater Farmington Valley area. She also writes, weeds her garden, relaxes with yoga and grows amazing kids from scratch.

Robert Boissoneault – Board Member

Rob Boissonneault is President and Partner of BTU Solutions LLC, a division of Energy Resources.   Rob’s team designs energy efficient replacements, retrofits and/or changes in operating sequences to allow buildings to operate effectively, yet use less energy. Prior to BTU Solutions LLC, Rob has more than 20 years experience in Energy Efficiency Contracting including the founder and managing member of Northeast Energy Solutions, LLC (NES). NES was purchased by World Energy Solutions Inc. (XWES).  XWES was purchased by Enernoc. Rob started his career managing projects at Northeast Utilities (NU) in the nuclear engineering department as well as Energy consulting in the Select Energy division. Rob has vast experience in Entrepreneurial activities.  He has started and grown several small businesses ranging from Custom Computers, Tax Preparation, Personal Defense, Non-Profits and Contracting. Rob has a BSME from the UCONN and a MS in Finance from RPI. Rob currently holds an S-1 Contractors License for “Unlimited Heating, Piping, and Cooling Contracting Services” for the State of Connecticut.

James Racca – Secretary

Mr. Racca has over twenty five years of experience in diverse industries with expertise in Project Management, Process Design Engineering and Applications Engineering. He has a proven record of bringing projects in on schedule and budget. Mr. Racca's specialties include value engineering and continuous improvement to achieve project cost efficiencies and profitability. Formerly Mr. Racca worked for UTC where he managed all aspects of on site energy generation projects from design through start up. At his current position as an energy engineer with the Energize Connecticut programs, Mr. Racca advises customers on energy efficiency measures to improve their operations, evaluates customer energy projects for savings and supports projects with incentives from the State's efficiency funds.
